County moves forward with payments for future water

Nine months after discussions began, Hays County Commissioners on Tuesday passed an amended agreement with Forestar (USA) Group on a 4-1 vote.
The deal reserves 45,000 acre feet of water annually from the Simsboro formation of the Carrizo Wilcox Aquifer for which the county pays $1 million a year. The amended agreement also releases the first payment that had been held in escrow pending an opinion from the state attorney general on whether the county had the authority to enter into such an agreement.
