Hays County Constable issuing tickets for all the right reasons: Do-gooders to receive ice cream and popcorn

Generally speaking, the sight of a cop in your rear view mirror is not a good sign. As your hands immediately hit the “10 and 2” spots on the steering wheel, questions often quickly jump through the brain.
“Was I speeding? Am I wearing my seat belt? Is my inspection up to date? Do I have a brake light out?”
After coming to the conclusion that the vehicle is in as legal of a condition as the average person can make it, your senses still tingle as you try to follow the letter of the law exactly. 
If you achieve that letter of the law, you may now have something new in store for you.
“You hear about people complaining about tickets and people worried about quotas,” Deputy Travis Brown with the Hays County Constable Precinct 3 office said. “We decided to come up with one. We thought it would be good to reward people for good citizenship.”
So the first “quota,” was established in the Wimberley Valley precinct of Hays County. For the sake of clarification, ticket quotas that require an officer to write so many tickets a month are illegal. This quota was a little different.
