Make no mistake water scarcity is no longer a scientific abstraction. Residents in Western Hays County are on a collision course between supply and demand and county representatives are committed heavily to a course of action. But no one last Thursday at the Citizens Alliance for Responsible Development's Water Crisis meeting talked about the local situation in much depth.
